UNICEF welcomes the introduction of the unified child allowance 'Bala Yrysy' in Kyrgyzstan

UNICEF has enthusiastically responded to the decree signed by President Sadyr Japarov. It introduces a new monthly allowance, 'Bala Yrysy', for all children under three years of age.

Samman Tapa, a UNICEF representative, emphasized that this decision demonstrates the country's ongoing commitment to protecting children's rights and the importance of investing in their early development.

“Increasing social protection for children at an early age is one of the most effective ways to combat child poverty and ensure a better start in life for every child. The national development program until 2030 has a clear goal: to reduce the child poverty rate from 33.1% to 25%, expand children's access to social protection measures, improve access to primary healthcare, and accelerate the development of preschool education. The introduction of the 'Bala Yrysy' allowance is an important step towards achieving these goals and improving the realization of children's rights in the Kyrgyz Republic,” he added.

Global experience confirms that every dollar invested in early childhood can yield up to 13 dollars in improved educational outcomes, increased productivity, better health, and reduced inequality.

UNICEF also expressed gratitude to the government of the Kyrgyz Republic for prioritizing attention to children and families, and confirmed its readiness to continue collaborating with national partners in the development and implementation of the 'Bala Yrysy' program to further strengthen the social protection system in the interests of every child,” the statement said.
