In Bishkek, a meeting took place between local residents and a delegation from the Non-Governmental Accountability Office of the European Bank for Reconstruction and Development (EBRD NOPP), which arrived from London. The visit was initiated at the request of citizens concerning the financing of an urban transport project, under which trolleybuses were previously purchased.

According to information from the initiative group "BishkekSmog," representatives from various public organizations participated in the discussion, including ecologists, pensioners, parents with young children, former employees of the trolleybus management, and members of the Association of People with Disabilities.

Meeting participants provided detailed information to the commission about the negative consequences of closing trolleybus routes for local residents.

It is worth noting that from 2014 to 2018, the city authorities of Bishkek purchased 131 new trolleybuses using a $23.5 million loan from the EBRD, which also included the modernization of the contact network. However, in 2024, the trolleybuses were taken out of service. Residents assert that the transfer of city property was carried out without coordination with the bank and without considering the opinions of the citizens.

The EBRD NOPP reviews appeals from citizens and organizations if the bank's projects negatively impact people's lives or violate environmental and social standards.

To peacefully resolve the conflict, the residents of Bishkek have united with human rights and environmental organizations, such as "BishkekSmog," BankWatch, and the "Bir Duyuno Kyrgyzstan" movement.
