The EBRD Commission from London discussed the trolleybus dispute in Bishkek

A meeting took place in the capital of Kyrgyzstan between local residents and a delegation from London representing the independent accountability body for projects of the European Bank for Reconstruction and Development (EBRD NOPP). The main topic of discussion was the consideration of a complaint regarding the funding of the urban transport project in the form of trolleybuses, representatives of the initiative group "BishkekSmog" reported.


The event was attended by participants from various public groups, including environmentalists, passengers, mothers with children, pensioners, former employees of the trolleybus management, and representatives of the Association of People with Disabilities. All of them spoke about the negative consequences caused by the disappearance of trolleybuses for their mobility, the state of the environment, and the accessibility of public transport.


It is worth noting that from 2014 to 2018, Bishkek acquired 131 new trolleybuses for a total of $23.5 million thanks to a loan from the EBRD, including work on modernizing the contact network. However, in 2024, both new and old trolleybuses were unexpectedly removed from the streets of the city. This process occurred without the consent of either the lending bank or local residents, which led to citizens appealing to the bank's accountability mechanism in 2025.


The court hearing on the case to annul the decision of the Bishkek City Hall regarding the transfer of 100 trolleybuses is scheduled for March 16 at 10:00 AM in the Supreme Court of the Kyrgyz Republic. Notably, the day before this event, former deputy Kuvanychbek Kongantiev, who signed the controversial resolution, was detained on suspicion of corrupt activities.
