Ministry of Construction: The construction of a house in the village of Orto-Sai is being carried out in compliance with regulations

The Main Department of Urban Planning and Architecture in Bishkek commented on the recent disputes on social media regarding the construction of a four-story residential building in the village of Orto-Sai, located in the October district.

The agency denied rumors that the building is being constructed in close proximity — only 30 meters from the cemetery. This information is not accurate.

According to the department, all construction permits were issued based on official archival data and certificates from government bodies. In particular, the documents from the local ayil okmotu, dated 2018, indicate that the cemetery is officially closed.






Taking this document into account and after following all necessary procedures, a construction permit was obtained. The construction of the residential building on Imanaliyev Street began in 2024.

The Ministry of Construction also noted that the sanitary protection zone for closed cemeteries should be at least 50 meters.

According to the conducted topographic measurements, the distance between the construction site and the cemetery ranges from 60 to 70 meters, which complies with established norms.

The agency emphasized that questions regarding the status of the cemetery — its closure or further use — fall under the jurisdiction of local authorities.

The department also noted that the permit documents were issued in accordance with current legislation and based on relevant documents at the time of their review.
