Ryskulova, born in 1964 in Frunze (modern Bishkek), is the daughter of the famous Soviet Kyrgyz actor, People's Artist of the USSR Muratbek Ryskulov. She is married and has a son.

In 1983, Aigul graduated from the Faculty of Law of Kyrgyz State University, and in 1993 from the Academy of Labor and Social Relations in Moscow, obtaining a degree in "Labor Economist".
Ryskulova's career spans various fields, including work in the judicial system, ministries, and international organizations:
She held the position of Minister of Labor and Social Development and also headed the State Committee for Migration and Employment.
From 2014 to 2018, she served as the Deputy Mayor of Bishkek, responsible for social issues. From 2020 to 2024, Ryskulova represented Kyrgyzstan in the Commission on Economic Issues at the Economic Council of the CIS.
Aigul Ryskulova has been awarded several state honors for her contribution to the development of the country, including the "Dank" medal and the title of "Honored Worker of the State Service of the Kyrgyz Republic". She is often mentioned as one of the women who were at the forefront of independent Kyrgyzstan.
