The Bureau for Chinese Affairs Assists Citizens of the People's Republic of China in Kyrgyzstan

A meeting was held in Bishkek, organized by the Association of Lawyers of Kyrgyzstan and the Chinese law firm Weimin, as part of a joint project — the Bureau for Chinese Affairs, aimed at providing legal assistance to citizens of the People's Republic of China. The event also involved employees from tax authorities and tourist police.

Various issues were discussed, covering both everyday life situations and investment projects. The main focus was on trust, safety, and friendly relations between people working and living in Kyrgyzstan and China. The meeting took place in a relaxed atmosphere, which facilitated an open exchange of opinions and ideas. Participants noted that such events contribute to strengthening trustful relations between the two countries.

The moderator of the meeting was Liu Xiao Yu, the head of the well-known law firm Beijing Galaxy Excellence Law Firm and deputy co-chairman of the Bureau for Chinese Affairs from the Chinese side. In his opening speech, he emphasized the importance of preparing specialists for life in Kyrgyzstan:

“It is necessary to familiarize workers with local legislation, culture, and norms of life. This will help avoid misunderstandings and strengthen mutual respect,” he stressed.

Currently, there is a growth in Chinese investment projects, which in turn leads to an increase in the number of foreign specialists, engineers, and builders who require a safe space for work and living.

“When an investor feels protected, all of Kyrgyzstan wins”

Erkin Sadanbekov, co-chairman of the Bureau for Chinese Affairs from the Kyrgyz side, shared the results of a recent delegation to China, where they discussed new projects with local entrepreneurs and visited technology parks.

He also emphasized the importance of support for Chinese investors:

“The number of investors from China is increasing, and we are obliged to provide them with assistance, including legal support. This is beneficial for Kyrgyzstan. When an investor feels protected, they expand their projects, which attracts other investors,” he noted.

Sadanbekov highlighted several areas of interest for Chinese businessmen:

- construction of roads and the China–Kyrgyzstan–Uzbekistan railway;

- development of tourism, including cable cars and mountain resorts;

- establishment of new cement and asphalt production facilities;

- small hydropower plants and solar power stations;

- processing of agricultural products, production of chips, dried fruits, and canned goods.

“We felt a warm welcome in China and hope that citizens of China will be met in Kyrgyzstan with the same respect,” he added.

This idea became a key point of the meeting, emphasizing that respect and safety create conditions for large-scale projects.

“Feel free to reach out at any time”

The President of the Association of Lawyers of Kyrgyzstan, Mayrambek Jumabekov, reported that the Center for Legal Assistance to Citizens of China operates around the clock:

“If a problem arises, call at any time, we will help. Erkin Sadanbekov and I have worked in the Ministry of Internal Affairs for a long time and know how to act in various situations. The main thing is your safety,” he noted.

He added that lawyers not only respond to emerging problems but also offer advice on preventing mistakes, explaining important laws for those coming to Kyrgyzstan for work or study for the first time.

Representatives of the tourist police emphasized the importance of respecting local traditions, proper communication, and maintaining order, stating that foreign citizens can rely on protection:

“Our task is to ensure that you feel safe and know your rights. In case of problems, call 102; your call can prevent troubles,” they added.

“Now we know where to turn”

Specific questions regarding licensing, taxes, and company operation rules were raised at the meeting. Many participants received immediate answers, exchanged contacts, and agreed on further cooperation.

A Chinese accountant, Li Xua, shared her impressions with our correspondent:

“These meetings are very useful. We adapt faster and better understand the country. Now we know where to turn. A tax representative even left his phone number, which is very valuable,” she said.

Friendship arising through dialogue

Kyrgyzstan and China actively cooperate on large-scale projects, but true friendship is built on simple actions: when one person helps another, a lawyer answers a call at night, the police care for guests, and entrepreneurs declare: “we are here for you.”

The Bureau for Chinese Affairs today fulfills this mission — supporting people working and living in Kyrgyzstan, helping them feel confident and secure. Where there is confidence, projects flourish, cooperation expands, and friendship between our peoples strengthens.
