In 2023, the Bishkek city administration allocated funding to the SOS educational complex named after G. Gmeiner in the amount of 19 million 486.9 thousand soms without sufficient grounds. This information was presented in the audit report of the Accounts Chamber regarding the execution of the capital city's budget.

The SOS educational complex was established on April 15, 2010, as a result of joint efforts by the city administration and the public foundation "SOS Children's Villages of Kyrgyzstan." The initial agreement provided for 10 years of funding; however, its validity ended in 2020.

Despite the expiration of the contract, in 2023, the city administration continued to allocate funds to support this school, which, according to the report, constitutes an unjustified use of the local budget.
