In Kyrgyzstan, the Accounts Chamber conducted an audit of the budget execution of the Ministry of Emergency Situations and its subordinate organizations for the years 2023-2024. According to the press service of the agency, financial violations amounting to 210.8 million soms were recorded during the inspection.

Of the total amount, 156.8 million soms are subject to recovery, while 66 million soms were reimbursed during the audit.

During the audit, the Accounts Chamber noted that the Ministry of Emergency Situations used a separate budget for centralized activities, which does not comply with current legislation and budget planning norms. In addition, the allocations included in this budget were subsequently approved for the departments.
Problems with property issues were also identified. In the meteorological service, out of 157 land plots, 21 plots do not have state acts. Auditors recommended expediting the process of formalizing title documents.
As for the forestry sector, expenses and losses were not reimbursed in a timely manner, and 96.1 million soms from land lease payments did not reach the republican budget. The Accounts Chamber emphasized the need to strengthen control and improve management in this area.

The audit also covered the ERIC project aimed at increasing resilience to natural risks. The budget execution for 2023 amounted to only 13.7 percent. For several components, the contract with the contractor was terminated, leading to delays in the construction of schools.

The completion of the COVID-19 project was delayed by almost two years, and it was finally closed only in October 2024. It was noted that part of the funds was directed to activities not directly related to operational response, despite improvements in the material and technical base of medical institutions as part of capital repairs.

In 2023-2024, more than 1.9 billion soms were allocated for capital investments in four subordinate structures of the ministry, while auditors recorded violations amounting to 6.8 million soms.

The Accounts Chamber sent recommendations to the Ministry of Emergency Situations to strengthen internal control, enhance budget discipline, and improve project management.
