Violations Found in Land, Capital, and Project Works at the Ministry of Emergency Situations

The Audit Chamber of the Kyrgyz Republic conducted an audit, during which the results of the budget execution of the Ministry of Emergency Situations and its subordinate organizations for the years 2023–2024 were examined. As a result of the audit, numerous violations in the use of budgetary funds, as well as in project implementation and legal matters, were identified.

Auditors discovered financial violations amounting to a total of 210.8 million soms. Of this amount, 156.8 million soms are subject to return, and 66 million soms have already been returned during the audit process.

One of the serious violations was the formation and use of a separate budget for centralized events, which contradicts current legislation and budget planning rules. Moreover, allocations from this budget were subsequently approved for departmental organizations.

In the hydrometeorological service, out of 157 registered land plots, 21 plots do not have state acts. The Audit Chamber called for the acceleration of work on the registration of title documents.

Delays in the reimbursement of expenses and losses were also found in the forestry sector. For example, 96.1 million soms in rental payments for land plots did not fully reach the republican budget, indicating insufficient control in this area.

The ERIC project, aimed at increasing resilience to natural disaster risks, utilized only 13.7% of the approved budget for 2023. As a result of the early termination of the contract with the contractor, there were delays in the start of school construction.

The completion of the COVID-19 operational project was delayed by almost two years and was only finished in October 2024. At the same time, part of the funds was directed to activities unrelated to operational response; however, capital repairs of healthcare facilities contributed to the improvement of their material and technical base.

In four subordinate structures of the Ministry of Emergency Situations in 2023–2024, over 1.9 billion soms in capital investments were utilized. The audit also revealed violations amounting to 6.8 million soms.

The Audit Chamber proposed recommendations aimed at strengthening budget discipline, improving project management, and enhancing internal control within the Ministry of Emergency Situations.
