Kyrgyz Accreditation Center Provided Clarifications on Certification and Declaration of Textile Products

- At the seminar held on November 20, Gulкайыр Kaipova, acting chief specialist of the accreditation department of certification bodies at the Kyrgyz Accreditation Center, shared important information about the number of accredited bodies. Currently, there are 36 such institutions operating in the country.

“The registry has over 20 bodies authorized to conduct certification and issue declarations of conformity,” she noted.

Kaipova specified that in Kyrgyzstan, only two bodies can issue declarations of conformity.

“Previously, the only institution handling this process was the Bishkek Center for Standardization and Metrology, but now these powers have also been granted to the Kyrgyz Center,” the specialist added.

Discussing the requirements of the EAEU technical regulation 017/2011 “On the Safety of Light Industry Products,” she emphasized that first-layer products must undergo certification.

“Such goods include t-shirts, underwear, bedding, and hosiery; they cannot be processed through a declaration. Second and third-layer clothing can be certified or declared, depending on the applicant's choice,” she explained.

Additionally, Kaipova spoke about the certification process.

“The certifying body visits the site, collects samples, analyzes production processes, and checks documents for raw materials, equipment, and labeling. Testing of samples is conducted exclusively in accredited laboratories,” she added.

The specialist noted that problems often arise during the documentation process.

“We receive numerous complaints from Rosakkreditatsiya, as well as from Kazakhstan and Belarus. The most common reasons are errors in specifying the composition of fabrics or incorrect HS codes,” Kaipova reported.

She also reminded about the differences in responsibility for forms of conformity assessment:

“The certifying body is responsible for the certificates, while the applicant is responsible for the declaration,” she concluded.
