A resident of Issyk-Kul complained to Tashiev about being beaten at a Karakol school. Who received punishment?

On December 22, the press service of the State Committee for National Security (GKNB) reported that a number of officials from the internal affairs, education, and the mayor's office of Karakol have been punished for improper performance of their official duties.

In Kyrgyzstan's social media, an appeal from Maria Tsareva, a resident of the village of Pristan-Przhevalsk in the Issyk-Kul region, to the head of the GKNB, Kamchybek Tashiev, became known. She is a representative of the parents' committee for the 9th grade "A" class at Secondary School No. 7 named after K. Mendegul uulu in Karakol. In her appeal, Tsareva reported that high school students systematically beat younger students and demand 100 soms from them every week. Her own child has also been a victim of these actions.

In response, the GKNB initiated an inspection, which revealed that the work of state structures to reduce youth crime is being carried out ineffectively, and the tasks set by the country's leadership for the upbringing of the younger generation are not being fulfilled.

As a result, the GKNB decided to eliminate the conditions contributing to the commission of crimes, and the following officials were relieved of their positions:

- Head of the Education Department of the Karakol Mayor's Office T.A.T.;

- Inspector for Juvenile Affairs of the Karakol Internal Affairs Department A.B.B.

Additionally:

- Head of the Karakol Internal Affairs Department B.Ch.Ch. [Beishembiev Chyngyz Chynybekovich] received a reprimand;

- His deputy B.M.T. — a severe reprimand;

- Operative officer for juvenile affairs of the Criminal Investigation Department of the Karakol Internal Affairs Department K.A.K. — incomplete compliance with service requirements;

- Head of the Jyrgalan Internal Affairs Department M.A.K. — reprimand;

- Vice-mayor of Karakol A.N.M. [Alapaeva Nurzhan Musaevna] — severe reprimand.

According to the "Instruction on the Organization of Activities of the Juvenile Affairs Inspection," approved by the Ministry of Internal Affairs of the Kyrgyz Republic Order No. 436 dated July 17, 2024, the following students were placed on special record by the Internal Affairs Department:

- 11th grade students of Secondary School No. 7 named after K. Mendegul uulu N.B., K.I., A.A.;

- 10th grade students I.S., A.Sh., A.B., E.D., D.U., A.Z.;

- College student of the KGYU named after Zh. Balasagyna N.R.

To prevent similar offenses in other educational institutions in the Issyk-Kul region, the Ministry of Education of the Kyrgyz Republic, the presidential representative office in the region, the mayor's office of Karakol, the Internal Affairs Department of the Issyk-Kul region, and the administration of Secondary School No. 7 are recommended to develop effective measures and plans for prevention, as well as to improve work on the moral and spiritual education of youth. They should also take all necessary measures to implement the National Action Plan in accordance with the "Concept of State Policy in the Field of Crime Prevention for 2022-2028."

Currently, investigative actions are ongoing.
