The Central Election Commission of Kyrgyzstan presented information on the electoral funds of candidates in the early elections for deputies of the Jogorku Kenesh.

In the upcoming elections to the Jogorku Kenesh, scheduled for the end of November 2025, candidates from multi-mandate districts and the political party "Yntymak" have opened 510 special accounts at OJSC "Eldik Bank" and OJSC "Aiyl Bank" to finance their campaigns.
In order to ensure transparency and openness of the elections, as well as financial reporting of electoral funds, the Central Election Commission has implemented an automated system called "Financial Transparency." This system provides access to detailed information about the income and expenses of electoral funds in real-time through the inter-agency electronic network "Tunduk." The data is automatically displayed on the official website of the CEC on the "Candidate / Electoral Fund" page, and financial reports for candidates and parties are generated.

As of November 29, 2025, the total amount of income to the special accounts of the electoral funds amounted to 1 billion 791 million soms, including:

— 1 billion 092 million soms — candidates' own funds;

— 3.797 million soms — funds from the political party;

— 659.063 million soms — voluntary donations from individuals;

— 13.208 million soms — donations from legal entities.

Returns of incorrectly received payments amounted to 22.079 million soms.

For expenses related to the electoral campaign, 1 billion 582 million soms was spent from the electoral funds, of which:

— 147.080 million soms for payment of the electoral fee;

— 11.875 million soms for services from state and municipal institutions;

— 1 billion 134 million soms for various services, including travel expenses, rent, and information services;

— 230.7 million soms for the production and distribution of campaign materials;

— 42.380 million soms for other expenses related to the electoral campaign.

Returns of incorrectly received funds amounted to 15.931 million soms, and the balance of unused funds from the electoral funds amounted to 209.2 million soms.

All amounts of income and expenditure from the electoral fund comply with legislative norms and do not exceed the limit of 20 million soms per candidate.

The total amount of electoral fees received in the CEC deposit account amounted to 147.080 million soms, which includes:

— 478 self-nominated candidates, each contributing 300,000 soms (143.400 million soms);

— 14 self-nominated candidates with disabilities of groups I-II, each contributing 50,000 soms (0.7 million soms);

— 4 candidates with disabilities of group III, each contributing 70,000 soms (0.28 million soms);

— 9 candidates from the "Yntymak" party, each contributing 300,000 soms (2.700 million soms).

The received contributions will be transferred to the republican budget.

Reference information: The procedure for financing electoral campaigns is regulated by:

* The Constitutional Law of the Kyrgyz Republic "On the Elections of the President and Deputies of the Jogorku Kenesh";

* The Regulation "On the Procedure for Formation, Accounting of Income and Expenditure of the Candidate and Political Party's Electoral Fund."

All funds from the electoral fund must be transferred to a special account in the bank. Each candidate or party can open only one special account.

The electoral fund of a candidate is formed from the following sources:

1) own funds — up to 10 million soms;

2) funds from the political party — up to 1 million soms;

3) voluntary donations from individuals — up to 500 thousand soms;

4) donations from legal entities — up to 500 thousand soms.

The total amount of received and spent funds cannot exceed 20 million soms.

Financing of the electoral fund of a political party is carried out from:

1) own funds — up to 1.5 million soms;

2) funds allocated by the party — up to 100 million soms;

3) voluntary donations from individuals — up to 200 thousand soms;

4) donations from legal entities — up to 3 million soms.

The limit for political party funds is also set at 20 million soms per candidate.

Citizens and legal entities can provide financial assistance only through electoral funds, and all payments must be made cashless.

Funds can only be used to cover expenses related to the electoral campaign, including:

— payment of the electoral fee;

— payment for information and consulting services;

— payment for advertising and publishing services;

— rent of premises and equipment;

— transportation expenses;

— purchase of office supplies.

All settlements between the candidate and the contractor are conducted on a contractual basis and only in a cashless manner.

Candidates contribute a deposit of 300 thousand soms from their fund to the CEC account, and parties nominating candidates also contribute 300 thousand soms for each candidate.

For candidates with disabilities, the contribution is reduced depending on the group:

— for group III — 70 thousand soms;

— for groups I and II — 50 thousand soms.

The electoral fee is non-refundable and goes to the republican budget. The balances of unused funds are returned after voting.
