
The Central Election Commission (CEC) reported on the process and timelines regarding the summation of votes and the determination of the results of the early elections for deputies of the Jogorku Kenesh, which took place on November 30, 2025.
The process of summing up the voting results (PEC-DEC):
1. According to the legislation, the data provided by the automated accounting system (AAS) is considered preliminary. The precinct election commissions (PEC) summarize the results at their polling stations based on manual vote counting.
Within three calendar days after the completion of counting at the polling station, there is an opportunity to appeal the results to the district election commissions (DEC).
2. The district election commissions, based on the protocols received from the precinct election commissions, form consolidated tables and summarize the voting results for the district.
Decisions made by the district election commissions regarding the voting results in their jurisdiction can be appealed to the Central Election Commission within three days from the final summation of results.
Determination of election results (CEC):
3. The Central Election Commission, based on the protocols of the district commissions, will determine the election results no later than 13 calendar days after the voting, which means that the final results will be known by December 14, 2025. As a result, three elected deputies of the Jogorku Kenesh from the district will be determined.
Decisions of the CEC can also be appealed in court within three days.
When making decisions about the voting results and elections, commissions at all levels are required to consider all submitted complaints and statements regarding possible violations related to the conduct of elections and to make decisions on each of them.
