The FSIN refuted the lawyer's statement about the illegal placement of Sultanbekov in the SHIZO.

According to the GSIN, the accused Temirlan Sultanbekov is located in institution No. 21 (SIZO-1) in Bishkek, and during his detention, there have been multiple violations of established order. In this regard, disciplinary measures were applied to him, including reprimands. Considering the systematic violations, on December 27, 2025, he was lawfully transferred to a punishment isolation cell for a period of ten days.

The agency noted that this decision is in accordance with Article 36 of the KR Law "On the Procedure and Conditions for the Detention of Persons Suspected and Accused of Committing Crimes," as well as the internal rules of investigative isolators.

Furthermore, the GSIN denied information that the accused is forced to hunger strike. The service indicated that in the SHIZO, he receives hot meals three times a day in accordance with established norms, and the area of the punishment isolation cell is 4.5 square meters, which meets legislative requirements.

Detention in the punishment isolation cell is carried out in a single cell, where the accused is provided with an individual sleeping place and bedding. During this period, visits, correspondence (except for communication with a defender), as well as receiving parcels, literature, and means of communication are prohibited. All parcels and deliveries are issued after the end of the detention period in the isolator.

The GSIN emphasized that there is no connection between the visit of the representative of the ombudsman’s office and the disciplinary measures against Temirlan Sultanbekov. They assured that rewards and penalties are applied to all accused and convicted individuals on equal terms and strictly in accordance with the law.

It was also reminded that the activities of the service are monitored by higher authorities and prosecutor's oversight, and the actions or inactions of employees can be appealed in the established manner.

It should be noted that lawyer Nurbek Toktakunov stated that after the ombudsman’s visit, Temirlan Sultanbekov was placed in a punishment isolation cell. According to him, this could have been done in retaliation for complaints about the conditions of detention, and the accused allegedly remains in the isolator in darkness, without necessary food and parcels. Toktakunov expressed his intention to seek a response from the ombudsman’s office.

Additionally, on November 23, law enforcement agencies conducted a series of arrests and searches related to a case concerning calls for mass unrest. This case arose from a video recording involving Temirlan Sultanbekov, after which the Ministry of Internal Affairs reported the initiation of investigative and operational activities.

As part of this case, several political figures and former officials were detained or summoned for questioning, including Kadyrbek Atambaev, Shailoobek Atazov, Syimyk Japykeev, Kubanychbek Kadyrov, and others. Searches were also conducted in the homes of politicians and journalists, including former First Lady Raisa Atambaev and relatives of Temirlan Sultanbekov.

Later, it became known that several of them—Temirlan Sultanbekov, Kadyrbek Atambaev, Shailoobek Atazov, and seven others—were detained in the IVS for the selection of a preventive measure, while other participants in the interrogations, such as Adakhan Madumarov and Syimyk Japykeev, were released after conversations with investigators.
