Solar power plant for $270 million, wastewater treatment facilities for $65 million, and a 22-kilometer bike path — how the Issyk-Kul region is developing

In 2025, significant progress was made in the field of socio-economic development and infrastructure in the Issyk-Kul region.

According to Japarbek Ormonov, the head of the state district administration, road works in Cholpon-Ata, which is one of the key tourist centers of the country, began in early spring. The main street, Sovietskaya, which had long been in a neglected state, was completely reconstructed, and new asphalt was laid over a distance of one kilometer.



In addition to the main road works, city streets were repaired and modern pedestrian sidewalks were built. The small streets leading to the coast also received new asphalt, significantly improving conditions for both local residents and tourists.
Another important project was the construction of a bike path, which, according to Akim Ormonov, is one of the most successful initiatives in the city. Foreign athletes who train annually on the shores of Issyk-Kul emphasize that the changes in the region are evident: “the difference between the previous and current state is enormous.”

Even in winter, many people can be seen engaging in cycling and athletics here. The total length of the bike path is 22 kilometers, starting in Cholpon-Ata and ending in the village of Korumdu.

The head of the district administration, Japarbek Ormonov, also noted that positive changes have occurred in the tourism sector. The disorder on municipal beaches has been eliminated, and chaotically placed trading stalls have been removed. In their place, free umbrellas, benches, children's playgrounds, and changing rooms have appeared. As a result, the beaches "Golden Sands," "Borbor," and "Keisar" have significantly transformed.



Several significant projects have also started in the manufacturing sector, including a solar power plant in the village of Toru-Aigyr. This plant, with a capacity of 1900 MW, is one of the largest projects in the field, with a total cost of 270 million dollars. Construction is currently ongoing, and the first phase of the plant is expected to be commissioned by the end of 2026.

This year, the construction of two brick manufacturing plants and a small hydroelectric power station also began, which, according to the district administration, will contribute to the economic development of the region.

Housing construction issues are being addressed more systematically. In Cholpon-Ata, the construction of state-subsidized housing has begun. On a land plot of 35 hectares, it is planned to build houses consisting of 68 blocks, with the first houses expected to be commissioned in June 2026.
According to the plan, the new microdistrict will include a polyclinic, a school for 1000 students, and three kindergartens for 240 children. As a result, the area, which was previously neglected, will transform into a modern residential complex over the next two years.



Social issues are also in focus. In the district, which has 30 villages, schools and kindergartens have been completely renovated in 10 of them.

Environmental initiatives have become one of the priorities. In a region attracting millions of tourists, a modern wastewater treatment system is being implemented, with a project cost of 65 million dollars, financed by the Asian Development Bank.

According to the Akimat, the listed works are among the largest of more than a hundred projects implemented in the district in 2025. The construction of FAPs, provision of clean water to villages, asphalting of internal roads, and so on, also continued.

In 2025, the Issyk-Kul region attracted about two million tourists, and the annual budget of the district amounted to 1 billion 800 million soms. The district administration plans to continue working on developing the tourism potential in 2026.
