In early September 2025, the State Committee for National Security (GKNB) announced the detention of I.M.A., the former first deputy mayor of the city of Osh. This detention occurred as part of a criminal case initiated by the Osh prosecutor's office.
The case involves employees of the Osh mayor's office, the State Cadastre Agency, and the architecture department, who are suspected of the illegal transformation of land plots.
According to information from the GKNB, on September 8, 2022, I.M.A. signed decrees for the illegal transformation of over 55 hectares of agricultural land into industrial land. Based on these documents, the Osh branch of the State Agency for Land Resources issued state acts in favor of the LLC "K.T. LTD".
On August 21, I.M.A. was charged under Article 336 Part 2 ("Corruption") of the Criminal Code. The court ordered him to be held in custody in the GKNB pre-trial detention center.
According to materials published in the State Register of Judicial Acts, I.M.A., while serving as the first deputy mayor, along with other defendants: A.Z.S., M.E.D., and Sh.K.S., committed the crime within the scope of their authority.
As a result, the ownership certificate issued to the JSC "Osh-Ak-Tash" on May 3, 1995, was assigned identification codes to several land plots totaling 55.36 hectares.
According to the case materials, the real estate of JSC "Osh-Ak-Tash" was privatized, but the land under it, including agricultural land, was not subject to privatization.
Nevertheless, these state acts were consolidated, and on October 25, 2021, LLC "Kyrgyz-Textile" received a certificate of private ownership for 55.36 hectares based on ownership certificate No. 535 dated May 3, 1995.
The investigation established that on September 8, 2022, I.M.A. signed decrees to reclassify land plots totaling 55.33 hectares from agricultural to industrial.
Investigative authorities believe that I.M.A. violated the Land Code and the 2013 Law No. 145, which prohibits local authorities from converting agricultural land into industrial land.
Despite this, employees of the Osh branch of the State Agency for Land Resources issued state acts of ownership to LLC "Kyrgyz-Textile".
According to the Ministry of Justice, the head of LLC "Kyrgyz Textile LTD" is Apsattarov Bayaly Apsattarovich, and the founder is LLC "Kaganat Invest". The company was registered on August 7, 2017, and re-registered on March 13, 2019.
The main activity is the production of textile products, excluding clothing.
The head of LLC "Kaganat Invest" is Osmonov Nurbek Japarovich, and the founders are Apsatar uulu Aijigit and Osmonov Nurbek Japarovich.
The company was registered on February 12, 2019, and re-registered on January 24, 2022. The main activity is wholesale trade.
The investigation believes that the actions of I.M. and the mentioned officials led to the illegal transfer of land worth 4 billion 662 million 194 thousand soms.
The actions of the defendants are classified under Part 3 of Article 40 ("Perpetrator of the Crime") and Article 337 ("Abuse of Office") of the Criminal Code.
As part of the pre-trial proceedings, the lawyers and defendants filed a petition for a plea agreement. They were aware of their rights and the consequences of such a decision.
The petition of Sh.K.S. was granted, and on December 6, 2025, a plea agreement was reached, under which he was fined 300,000 soms. The agreement was approved by the court.
Similar agreements were reached with other defendants, each of whom was fined 300,000 soms.
In the court session, the defendants admitted their guilt and expressed remorse, confirming that the agreements were made voluntarily.
The representative of the victim did not object to the agreements, and the state prosecutor noted the full compliance with the terms of the agreements.
The court, having heard the parties, concluded the defendants' guilt and imposed a fine of 300,000 soms on each.
The court found A.Z.S., M.E.D., and Sh.K.S. guilty under Part 3 of Article 40-337 of the Criminal Code and imposed a fine of 300,000 soms on each.
Preventive measures for A.Z.S. and M.E.D. remain unchanged, while for Sh.K.S. they are changed to a travel restriction, with immediate release in the courtroom.
The documents in the case are kept together with the criminal case.
The verdict can be appealed within 30 days to the Osh Regional Court.
