Arrested Bloggers and Activists
Aibek Ulanov On May 26, a tragedy occurred in Uzgen: a woman was killed after meeting with her classmates. In connection with this, her husband was arrested.On the same day, Aibek Ulanov, an active social media user, published a post that was deemed defamatory towards the deceased (according to the police). The public, including Deputy Dastan Bakeshev, perceived this as a justification for the murderer.
On May 31, Ulanov was summoned to the police. He apologized to the woman's relatives and was released.

However, Ulanov continued to publish "information that caused a negative public reaction" and was re-arrested. He spent five months in pre-trial detention, and on September 26, he received a sentence in which he was found guilty and fined 100,000 soms. After that, he was released from the courtroom.
Janara Osmonalieva On June 11, 2025, the III Bishkek Film Festival opened at the National Philharmonic. Directors, screenwriters, producers, and actors from Kyrgyzstan and other countries appeared on the red carpet, including blogger and actress Janara Osmonalieva in a sheer black dress. Osmonalieva's appearance sparked heated discussions: from criticism to support.
After that, a fragment from an old comedy skit featuring her, where she used profanity, appeared on Kyrgyz social media.
As a result, Janara was summoned to the police.

The Lenin District Court found her guilty of "Petty Hooliganism" and sentenced her to three days in custody.
Beating at Sheraton Alina Zhakypova, known as Begemot Kyz, reported that she and her friends were beaten at the Sheraton hotel, accusing Voionov, his wife Z. A., and her younger brother R. A. of the incident. The incident occurred on June 30, but information about it became known only on July 3. After that, Jan Voionov and his brother-in-law were arrested. Jan's mother, Assol Moldokmatova, commented on the incident, and calls for a boycott of the hotel began on social media. Human rights activists also noted the need to hold the hotel administration accountable. Later, the court issued a verdict. Meanwhile, Alina Zhakypova lost her driving license for driving under the influence.
Nurlan Motuev On July 8, Nurlan Motuev was taken to the Sverdlovsk District Police Department for questioning regarding one of his social media posts. However, he began to behave aggressively and use obscene language towards the police officers. As a result, he was arrested for five days for petty hooliganism.
Aibek Tenizbay
On December 12, activist Aibek Tenizbay was charged under the article "Incitement of Interethnic Enmity" based on a linguistic examination, and he was placed in pre-trial detention. The investigation is ongoing, but details of the charges are not disclosed.
Arrests After Meetings with Tashiev
Mayor of Tokmok On June 24, Kamchybek Tashiev held a meeting with the heads of the Chui region in Tokmok, following which the mayor of Tokmok, Maxat Nusuvaliyev, was dismissed, and a criminal case was initiated for causing significant damage to the state. The GKNB clarified that this was related to the improvement of the park and the renovation of the sports school, with the total amount of state procurement exceeding 61 million soms (of which 16.4 million was for the school and 44.283 million for the park).As a result, former mayor of Tokmok Maxat Nusuvaliyev and his subordinates received prison sentences ranging from 12 to 13 years for corruption.
Mayor of Kara-Balta
General Tashiev then inspected Kara-Balta, where on June 30, Mayor Mirlan Dzekshenov and several other officials were arrested. All of them are suspected of corruption.
According to the investigation, they purchased 17 buses at inflated prices, resulting in budget losses of over 17 million soms. Attempts to discredit the anti-corruption actions of the GKNB were also discovered: contractors tried to involve bloggers in creating provocative videos. The head of the "Plaza" company and three bloggers were placed in pre-trial detention. The investigation is ongoing.
Arrest of More Than 20 People On September 24, the GKNB conducted mass arrests of officials suspected of corruption in the customs clearance of goods through the Chaldovar - Avtodorozhny border.
According to the investigation, "pushers" demanded from cargo owners between $1,500 and $2,000 for each truck to import goods under false documents through the companies "TD "Jorgo" and "Radiant." Officials received rewards ranging from 5,000 to 7,000 soms.
According to GKNB data, 24 people are involved in the scheme, including seven tax service employees, six border service soldiers, seven phytosanitary service workers, and four weight and dimensional control employees.
The arrests took place right during a meeting with Kamchybek Tashiev when 21 people were led out of the hall and lined up.
On Suspicion of Links to Organized Crime Groups
Former Speaker of the Jogorku Kenesh Kanat IsaevKanat Isaev was declared wanted on April 29 by the decision of the First Mai District Court.

Isaev was in custody on charges of financing an organized crime group, but was later released under house arrest. He is currently wanted again on another case.
Police Colonel Talas Begaliev
In May 2025, GKNB officers arrested Begaliev, as well as the head of the directorate for non-Olympic sports Torogeldiev and Talaybek uulu Chyngyz. They are accused of involvement in organized crime and extortion.
On June 10, they were arrested, but the preventive measure for Torogeldiev was changed to a written undertaking not to leave. The case has been sent to court, and Begaliev is still in pre-trial detention.
Brother of Kamchy Kolbaev
In early June, in Bishkek, Kamchy Kolbaev's brother, Zholdoshbek, was arrested along with three other men.

They are involved in a case related to land plots. Zholdoshbek is still in pre-trial detention. He was the director of the regional academy of the International Judo Federation in Central Asia.
Kudret Taichbarov
Kudret Taichbarov applied to participate in the elections to the Jogorku Kenesh, but the Central Election Commission refused to register him, citing his close ties with Kamchy Asanbek. He was placed on operational records as a person associated with an organized crime group.

At the CEC meeting, Taichbarov stated that his photo was taken in 2021 when he worked in the SEZ "Bishkek." He claims that he approached Kolbaev due to the inaction of the GKNB and the Prosecutor General's Office regarding extortion.
Then Taichbarov released a video message in which he sharply criticized the authorities, claiming that they were also linked to organized crime groups. Taichbarov was arrested and sent to pre-trial detention on charges of "Creating an Organized Group."
Corruption Charges
Head of the Tax Service and His DeputyIn December 2024, Altynbek Abduvayev and his deputy Islambek Kydyrgychev were charged with corruption related to excise stamps, causing damage of 3.2 billion soms. They are in custody in pre-trial detention, and the investigation is ongoing.

Matchmaker of Former President Sooronbay Jeenbekov - Aliyarbek Abzhaliev
Aliyarbek Abzhaliev was arrested by the decision of the Oktyabr District Court on May 15, 2025. He was charged under the article "Corruption."

In March 2022, the GKNB initiated a case against him for fraud, resulting in damages of $2 million. He was arrested and then released under house arrest after returning the damages. The situation with the new corruption case is still unclear.
Former Deputy Kenjebek Bokoey
On June 9, 2025, the investigative service of the Talas region police detained Kenjebek Bokoey on suspicion of corruption. He was placed in custody but was soon released under house arrest following a request from the investigator. Investigative actions are ongoing.

Father of the Former Prosecutor General of Kyrgyzstan
GKNB officers detained J. A. J., the former head of the capital construction department in the Osh region, who is the father of the former prosecutor general.
Also detained were the chief engineer, chief accountant, and head of the contracting organization for the misuse of budget funds during the construction of roads and water supply in the "Ken-Sai" area. The damage amounted to 115 million soms out of the allocated 657 million soms.
Vice Mayors of Bishkek
Mirlan Amantur In May, former vice mayor of Bishkek for housing and communal services Mirlan Amantur was detained following a complaint from a company representative who accused him of seizing property worth over 90 million soms.He was placed in a temporary detention facility but was released the next day under a written undertaking not to leave by court decision.
Talaybek Baigaziev On June 27, vice mayor Talaybek Baigaziev was detained in Bishkek on suspicion of extortion. He was arrested while returning part of a bribe of $35,000 for lobbying the interests of a foreign company.
Jamalbek Yrsaliev Two weeks later, vice mayor Jamalbek Yrsaliev was taken to the GKNB after complaints from local residents about the illegal use of municipal land. He is officially suspected of seizing a municipal plot. He paid damages, and the case was closed.
Arrests in Osh
Isakov Jumadyl On May 27, former mayor of Osh Isakov Jumadyl was detained for abuse of office. 
Isakov is suspected of making illegal decisions while serving as mayor, resulting in a land plot being removed from state ownership for the construction of a commercial facility, a hotel.
Among those detained was the former vice mayor of the southern capital, Mars Sariev.
Aytmamat Kadyrbaev Former mayor of Osh Aytmamat Kadyrbaev is accused of corruption.
On August 26, a petition was submitted for his detention, and the court granted it. The investigation is ongoing.
MCN Coin Case
In February 2025, videos urging the purchase of MCN Coin cryptocurrency began to be actively circulated on Kyrgyz social media.On February 5, the GKNB detained several people, one of whom was trying to fly to Dubai.
The founder of MCN Coin, I. S., reported that the organizers, having earned $2.5 million, do not intend to return the money to citizens.
Former head of the State Financial Oversight, Yuruzlan Toichubekov, was also detained, who was later released. The case materials have been sent to court, and a decision has not yet been made.
Former Deputies of the Jogorku Kenesh
On July 31, former deputies Altynbek Junus uulu and Muratbek Malabaev were accused of coercing the transfer of shares of a company developing a coal deposit without payment and under threats.
Sources report that criminal cases have been initiated against them under the articles "Fraud" and "Raiding." However, on August 18, Altynbek Junus uulu was released at the request of the investigator. The case is in court.
Okul bala Matraimov
In August, Munarbek Saipidinov, the okulu bala of the former deputy head of the customs service, was detained in Novosibirsk. He stated that his arrest was related to Rayimbek Matraimov. He appealed to the GKNB for help. The investigation is ongoing.
Arrests in the Kloop Case
In September 2024, the Kloop website was blocked, but publications continued to appear on social media.On May 28, 2025, GKNB officers detained seven people associated with Kloop: journalists and operators.
Two of them, Bolot kyzy and Aleksandrova, were searched, and laptops and phones were seized. The court imposed real sentences for some of the detainees, but the Bishkek City Court changed the operators' sentences, assigning them three years of probation.
Mass Arrests for Calls to Disorder
On November 22, law enforcement conducted arrests in a case regarding possible calls for mass riots. Ten people were detained, including politician Temirlan Sultanbekov, former deputy Shailoobek Atazov, and others. The investigation is ongoing.
