In June 2025, the State National Security Committee (GKNB) reported that a user with the nickname "A.K.S.K." was found on Facebook, who was calling for disobedience to the authorities and mass riots.
Special services established that the account belonged to B.E.M., born in 1984, who is serving his sentence in correctional colony No. 27. He was found guilty under articles 278 and 330 of the Criminal Code, which became the basis for his conviction.
According to information from the GKNB, since January 2025, the inmate regularly published materials aimed at destabilizing the socio-political situation, which led to the initiation of a criminal case under article 327 part 2 of the Criminal Code.
According to the investigation, the suspect maintained contact with journalist B.T., to whom he provided information about prisons in Kyrgyzstan. The GKNB believes that it was from B.T. that he received instructions.
An expert examination showed that the publications from this account contained "calls for active disobedience to the lawful demands of the authorities, organization of mass riots and participation in them, as well as calls for violence against citizens. Moreover, these materials also contain signs of public calls for the violent seizure of power and the change of the constitutional order."
The Alamedin District Court, having reviewed the case materials, found him guilty under part 3 of article 278 and paragraph 1 of part 2 of article 327 of the Criminal Code. The court imposed the following sentence:
– under part 3 of article 278 of the Criminal Code – 5 years of imprisonment;
– under paragraph 1 of part 2 of article 327 of the Criminal Code – 3 years of imprisonment.
In accordance with article 77 of the Criminal Code, taking into account the partial consolidation of the imposed sentences, B.E. received a final sentence of 6 years of imprisonment. Based on article 78 of the Criminal Code, he was assigned an unserved sentence of 6 years.
The verdict of the Pervomaisky District Court of Bishkek dated June 2, 2023, determined that based on the cumulative sentences, B.E. must serve 7 years of imprisonment. The sentence will be served in a strict regime correctional colony, starting from June 25, 2025. According to article 80 of the Criminal Code, the term of detention will be counted until the verdict enters into legal force.
On December 10, 2025, the judicial panel of the Chui Regional Court upheld the verdict.
