Monitoring of children's institutions in the Chui region was conducted by employees of the Akikatchy Institute in 2025. The purpose of the inspection was to study the living conditions of children and the observance of their rights. During the survey, a number of violations were identified, for which recommendations were made to address the issues.
Among the issues raised was the fact that some orphans were deprived of their entitled state benefits.
In particular, a girl named M.B., born in 2008, has been living in a children's home in the Chui region with her sister since 2017 after losing their parents.
In 2015, she underwent a medical and social expert commission (MSEC), which established her disability, assigned her benefits, and recommended that she be monitored by a psychiatrist, as well as educated under an inclusive program.
However, after her transfer to the children's home in 2017, the benefit payments were suspended due to the lack of a repeated MSEC examination.
Since that moment, no steps have been taken for eight years to undergo the commission again. The Ombudsman of the Kyrgyz Republic, Jamila Jamambaeva, appealed to the General Prosecutor's Office and the Ministry of Labor, Social Protection, and Migration, requesting enhanced oversight of the rights of orphans and the recovery of unpaid benefits.
As a result of the investigation, the Ministry of Labor took disciplinary measures against the employees who committed the violations and restored the benefits for the girl with a disability from 2017 until May 1, 2026. A total of 518,000 soms will be transferred to her deposit account.
The Akikatchy emphasizes that according to Article 17 of the Code "On Children," the responsibility for ensuring the rights and interests of children lies with the state executive authorities and local self-government bodies.
