This decision was formalized in Resolution No. 50, signed by the Prime Minister Adylbek Kasymaliev on January 31, 2026. The information was disseminated by the press service of the President's Administration.
Previously, according to the government resolution of the Kyrgyz Republic dated June 8, 2017, No. 353, the minimum capital requirements for pawnshops were as follows:
· from July 1, 2022 – at least 1 million soms;
· from January 1, 2023 – at least 2 million soms;
· from January 1, 2025 – at least 3 million soms.
The new resolution amends these requirements, establishing the following new values:
· from July 1, 2026 – at least 7 million soms;
· from July 1, 2027 – at least 14 million soms;
· from July 1, 2028 – at least 20 million soms.
In addition, the resolution approved other important documents, such as the Regulation on Minimum Requirements for the Organization of Pawnshop Activities in the Country, the forms of the pledge ticket, the client transaction registration journal, the pledge accounting book, and instructions for calculating the annual effective interest rate on loans.
The State Financial Inspection oversees the activities of pawnshops, with 425 active entities in this sector registered in its registry.
