In 2025, nearly 6,500 farmers received preferential loans under FSH-13, - Ministry of Agriculture
He noted that until 2022, FSH remained the only accessible preferential financing tool for agricultural producers; however, subsequently, the government began to offer various support directions.
“Today, FSH has transformed into a more social project. Farmers can receive up to 500,000 soms without collateral, while amounts exceeding 1 million soms are issued on a collateral basis,” he added.
In addition, Duyshiev reported the launch of additional programs, such as cluster financing and support for breeding livestock, where loan amounts can reach up to 150 million soms, and interest rates start from 3%.
The Deputy Minister emphasized that the key difference of the 14th phase of the FSH program is the established interest rate of 6%. Under the current government programs, rates range from 3% to 6%, with part of the funds being subsidized by the government.
In 2025, under the FSH-13 program, preferential loans were issued to 6,487 agricultural producers for a total amount of 4 billion 92 million soms. Since the program's inception, the total amount of funds issued has exceeded 70 billion soms, and the number of recipients has reached over 30,000 farmers and dykans.
According to Duyshiev, the program helps agrarians to timely carry out sowing works, purchase seeds, agricultural machinery, and livestock, as well as ensure production with all necessary resources.
