Today, February 25, during a meeting of the Jogorku Kenesh, a draft law concerning the ratification of the Protocol on amendments to the Agreement between the governments of the Kyrgyz Republic and the Republic of Kazakhstan was reviewed and adopted in the first reading. This agreement, signed on August 22, 2025, in Bishkek, pertains to the checkpoints at the state border established on December 25, 2003.
The speaker at the meeting was Abdykarim Alimbaev, the chairman of the State Border Service of Kyrgyzstan. He explained that the draft law proposes changing the status of the checkpoints "Tömönkü-Chüy-road" (or "Kamyshanovka-road") and "Kichi-Kapka-road" from bilateral to multilateral (international). Additionally, it is proposed to change the operating mode of the "Tömönkü-Chüy-road" checkpoint from daytime to round-the-clock.
According to Alimbaev, the need for such changes is driven by the desire to create more comfortable conditions for tourists and to increase the cargo-passenger flow, as well as to improve infrastructure.
Furthermore, the draft Law of the Kyrgyz Republic "On the ratification of the Agreement on the Universal Center for Countering Challenges and Threats to the Security of the Member States of the Shanghai Cooperation Organization" was reviewed and adopted. This document was signed on September 1, 2025, in Tianjin and has undergone three readings.
Information about this agreement was presented by Alisher Erbaev, the deputy chairman of the State Committee for National Security and the director of the Anti-Terrorism Center of the SCNS. He noted that the agreement envisages the creation of a Universal Center based on the Regional Anti-Terrorist Structure of the SCO in Tashkent, Uzbekistan. The structure of the center will include the Center for Information Security and the Center for Combating Transnational Organized Crime, the latter of which will be located in Bishkek.
Also, in the second reading, the draft law "On amendments to the Law of the Kyrgyz Republic on the personalized (individual) accounting of citizens of the Kyrgyz Republic for the purposes of mandatory state social insurance" was adopted.
