Money in a mobile wallet can be inherited. The bill is included in the March work plan of the Jogorku Kenesh.

- In March, the Jogorku Kenesh plans to discuss a draft law concerning the inheritance of funds from mobile wallets, as stated on the official website of the parliament.

This draft law was presented by the Cabinet of Ministers on February 18.

The Ministry of Justice, which developed this regulatory act, explains that the lack of legal regulation in the area of electronic money inheritance creates legal uncertainty and increases the risk of unauthorized access to these funds by third parties.

For this reason, the ministry proposes to include electronic money in the list of objects of civil rights that can be freely transferred from one person to another, including within the framework of universal succession (inheritance, reorganization of a legal entity) or by other means.

According to the current version of the Civil Code, the objects of civil rights include such items as money, securities, virtual assets, digital goods, as well as property rights; services and works; protected information; results of intellectual activity and means of individualization (intellectual property), as well as other tangible and intangible assets.

The Ministry of Justice refers to data from the National Bank of the Kyrgyz Republic, according to which, by mid-2025, more than 6.6 million electronic wallets had been registered, over 3.4 million unique users, and the total amount of funds in electronic wallets reached 1.38 billion soms.
