The main goal of the project is to support domestic manufacturers and assemblers of vehicles, as well as to stimulate demand for cars and commercial freight transport.
The project will be in effect for 60 months, with a total volume of 1 billion soms.
Funding will be provided from the republican budget, as well as from the resources allocated by OJSC "Eldik Bank" and OJSC "Aiyl Bank." The project is expected to commence in February 2026.
The Ministry of Finance has been instructed to include in the amendments to the law on the republican budget for 2026 the capitalization of interest rates amounting to 109.8 million soms, with 54.9 million for each bank, and to plan funding for the project in future years.
Loans will be provided under the following conditions:
- 4% per annum for employees of government agencies, local self-government bodies, and the social sphere (term 36 or 60 months);
- 8% per annum for other borrowers (term 36 or 60 months).
The supplier of equipment under this initiative is chosen as LLC "DT Technik." The maximum allowable amount of financing is up to 5 million soms for individuals and up to 300 million soms for legal entities, government agencies, and individual entrepreneurs.
As collateral for the loans, the purchased transport will be required, and in case of insufficient own contribution, it is possible to use the guarantee of OJSC "Guarantee Fund."
The initial contribution must be at least 20% for a loan amount up to 3 million soms and at least 30% for an amount exceeding 3 million soms (including for legal entities and government structures).
In 2026, it is planned to issue preferential loans totaling 1 billion soms, with 500 million from each bank. Financial institutions are recommended not to charge fees and additional charges for preferential lending or financing based on Islamic principles.
The Ministry of Economy and Commerce must jointly monitor the use of funds with project participants, as well as conduct an analysis of its effectiveness and present the results to the Presidential Administration by March 1, 2027.
Control over the execution of the decree is assigned to the department for monitoring the implementation of decisions of the president and the Cabinet of Ministers under the Presidential Administration of the Kyrgyz Republic.
