- At the meeting of the Jogorku Kenesh on March 12, 2026, deputy Altynbek Kylchayev raised the issue of dropperism and proposed the formation of a working group.

He mentioned that a few months ago, a round table was held where a representative of the General Prosecutor's Office suggested creating such a group. In this regard, Kylchayev asked whether it had been established and what the results of its work are at the moment.

Deputy General Prosecutor Zalkarbek Ak Nazarov replied that the Jogorku Kenesh had initiated the addition of a new article to the Criminal Code of the Kyrgyz Republic concerning dropperism, and this issue is currently under consideration.

Kylchayev also noted that young people aged 17 to 20 often participate in dropper schemes. He emphasized that the responsibility often falls not on the organizers of fraudulent activities, but on intermediaries who sell SIM cards and provide their data.

The deputy strongly urged to assess the possible consequences for the youth who are held accountable for such actions.

Additionally, he raised the issue of minors being involved in dubious financial operations through bank cards. According to him, it was previously discussed that significant sums pass through the cards of minors, but no clarifying response had been received from the National Bank.

In response, National Bank representative Sanjar Abdygaziev stated that the majority of droppers are young people under 25 years old. According to his data, about 60% of such individuals are citizens aged 18–22. Cases involving individuals under 18 also occur, but they are rare.

It was also noted that dropper operations go through four commercial banks. The speaker added that these financial institutions face risks due to the use of their infrastructure in fraudulent schemes.

In response to a question about what measures are being taken regarding banks, he reminded that in 2025 a resolution was adopted introducing a gradation of responsibility for bank employees, from managers to ordinary workers.

Currently, the Jogorku Kenesh is considering a draft resolution "On the implementation of the resolution of the Jogorku Kenesh of the Kyrgyz Republic dated June 25, 2025, No. 3297-VII 'On measures to combat fraudulent crimes in the banking sector and the Internet'."

Dropperism is a scheme in which a person provides fraudsters with their bank cards, accounts, e-wallets, SIM cards, or personal data for the transfer, cashing out, and concealment of the origin of illegally obtained funds. Often, droppers are those who agree to obtain a bank card or transfer access to their account to third parties for a reward.
