According to information provided by the State National Security Committee of the Kyrgyz Republic, lawyer Rustam Isaev was detained in connection with his involvement in fraudulent schemes in the construction and collateral lending sectors.
Previously, the State National Security Committee reported the detention of Manas Aseynovich Sultanov, who was engaged in pawnshop and usury activities and was accused of extorting property on a large scale.
Sultanov, according to data, exploited the financial difficulties of citizens to make a profit, issuing loans on extremely unfavorable terms with high interest rates, which put borrowers in a dependent position, depriving them of the ability to fulfill their obligations. As a result, he illegally seized both movable and immovable property from his clients.
His actions were accompanied by intimidation and pressure on the victims, as well as hindering their appeals for protection.
To implement his illegal schemes, Sultanov received assistance from Rustam Isaev, who acted as his lawyer and partner.
"Isaev, acting in collusion with Sultanov, participated in the blackmail and extortion of property from the heads of construction companies, such as LLC 'Expert Stroy' - residential complex 'Silk Road' and LLC 'Arz Development,'" the State National Security Committee's statement noted.
Isaev also, thanks to his legal skills, advised Sultanov and facilitated the illegal imposition of restrictions on property rights to construction projects, threatening representatives of construction companies and shareholders to force them to transfer property.
As a result of the actions of Isaev and Sultanov, 89 shareholders of the residential complex 'Silk Road' and a number of other citizens who used usury services were harmed.
The materials collected in the case were sent to the General Prosecutor's Office of the Kyrgyz Republic, where a criminal case was opened against Isaev under part 4 of article 41 and part 3, clause 2 of article 208 of the Criminal Code of the Kyrgyz Republic, and the case was referred to the State National Security Committee for further investigation.
On January 19, 2026, searches were conducted as part of this case, resulting in Rustam Isaev being detained and placed in the temporary detention facility of the State National Security Committee of the Kyrgyz Republic.
Currently, the investigation is ongoing, and other individuals involved in the criminal activity are being identified.
