The State Committee for National Security (GKNB) is conducting an investigation against S.M., who has been found to be engaged in illegal activities in the field of pawnshops and lending.
At a meeting on January 19, 2026, Kamchybek Tashiev informed those present about the progress of the investigation. He noted that S.M., having previous convictions, had been conducting illegal pawnshop and usury activities for a long time, offering loans on extortionate terms and seizing the property of debtors.
According to the investigation, the fraudulent schemes included the re-registration of real estate through fictitious transactions involving affiliated persons and notaries. The criminal activities were organized in nature and were accompanied by threats and psychological pressure on the victims, with suspicions of using connections in law enforcement agencies.
Special attention is being paid to the activities of LLC "Expert Stroy" (Residential Complex "Silk Road") and LLC "Arz Development." S.M. provided land plots for shared construction and obstructed project implementation by initiating arrests and making illegal demands for profit.
As a result of S.M.'s actions, 89 investors of the Residential Complex "Silk Road" and other individuals were harmed. The total damage is assessed as particularly large and includes illegal alienation of property and funds.
Kamchybek Tashiev instructed GKNB employees to check the activities of all pawnshops, focusing on interest rates and loan conditions.
Kamchybek Tashiev emphasized that the investigation of the criminal case is under his personal control. He instructed the responsible departments of the GKNB to thoroughly investigate all circumstances, identify those responsible, and take measures for full compensation of damages to the victims.
