According to the head of the special service, the investigation revealed that S.M., who previously had legal issues, had been engaged in illegal activities related to pawnshops and usury for a long time. He provided loans under extremely unfavorable conditions, which allowed him to subsequently seize movable and immovable property from citizens.
The investigation established that the registration of real estate, land plots, and commercial properties occurred through fictitious transactions involving related parties and controlled notaries.
The investigation indicates an organized nature of the criminal scheme, which involved threats, pressure, and psychological influence on the victims. Possible collaboration with representatives of state and law enforcement agencies is also being considered.
Particular attention was paid to the activities of LLC "Expert Stroy" (residential complex "Silk Road") and LLC "Arz Development." It has been established that S.M. provided two land plots for shared construction, but later obstructed the implementation of the projects by initiating arrests and contract terminations, making illegal demands to gain significant profits.
In this case, 89 shareholders of the residential complex "Silk Road," as well as LLC "Arz Development" and several individuals, have been recognized as victims. The total amount of damage is assessed as particularly large and includes the illegal alienation of real estate, vehicles, and monetary funds.
Kamchybek Tashiev ordered a review of the activities of pawnshops in the country, including the conditions and interest rates on loans. He took personal control of the criminal investigation, setting the task for the responsible departments to identify all those involved and ensure maximum compensation for the victims.
