The village government of Issyk-Kul won a republican competition and received 3,000,000 soms — how the rural district lives

The rural administration of the Isyk-Kul village area in the Tyup district of the Isyk-Kul region has been recognized as the best rural administration in the country based on the results of its work for 2024.

Congratulations to the winners and the presentation of the prize fund certificate took place from the Chairman of the Cabinet of Ministers, Adylbek Kasymaliev, within the framework of the republican competition with a prize fund of 12 million soms, which was held among rural administrations in two categories.

The first category included rural administrations from high-altitude and border areas, while in the overall category, the winner was the Isyk-Kul village area, which was awarded 3 million soms.

The competition evaluated criteria such as the accessibility of drinking water for the population, adherence to public order, landscaping and greening, poverty alleviation, as well as the organization of cultural and sports events.

Achievements in entrepreneurship, management of municipal property, attracting investments, and rational use of budget funds were also taken into account.

The Isyk-Kul region presented rural administrations from five districts for the competition, and the best from the Tyup district was the rural administration of the Isyk-Kul village area.

The head of the rural administration, Urmat Bozgunov, noted that all completed projects met the competition requirements, and the commission was able to assess the results on-site. “When I was appointed head of the Mikhailovsky rural administration (before the unification of the ATR), our budget was only 5 million 200 thousand soms. After the unification of five villages into the Isyk-Kul village area, we are gradually increasing budget revenues. This year it amounted to 33 million soms, which we are directing towards co-financing local initiatives. The commission saw 90 hectares of orchards that we established, and the fruit-bearing trees also influenced the evaluation,” Bozgunov shared.

The Isyk-Kul village area includes the villages of Intymak, Issyk-Kul, Sary-Bulun, Toguz-Bulak, and Mikhailovka. As reported by the head of the rural administration, several infrastructure projects were implemented in 2024–2025, such as internal roads, provision of clean water, and construction of social facilities. “We launched one project each year in every village thanks to incentive grants. For example, in 2024, an asphalt road was laid in Toguz-Bulak, a mini-football field was created in Intymak, and doors and windows were updated in the Shevchenko school in Mikhailovka. This year, 1 km of internal roads were asphalted in two villages, and the old school building is being reconstructed into a kindergarten. Also, thanks to the republican budget, 17.5 km of the main road has been repaired, of which 12.5 km were asphalted. Under the funding from the President's Fund, a recreation park is being restored, and the House of Culture in Mikhailovka is undergoing major repairs, which are almost complete. General plans for five villages and a project for providing clean water to two more settlements are also being developed. Construction of a sewage system in Mikhailovka is planned for 2027–2028 — an agreement with the European Bank has already been signed. In the future, it is planned to build a cottage village of 88 houses on the shore of the lake,” she added.

There are 10 people working in the office of the Isyk-Kul village area administration, 16 specialists in municipal structures, and 21 employees in the municipal enterprise "Taza Muras." “This award is the achievement of the entire team of the rural administration. We work cohesively, supporting each project. I hope this is not our last victory and that we have even greater achievements ahead,” concluded the head of the rural administration.
