In the village of Жаңы-Тилек, located in the Kara-Bürgön Ak-Talinsky district of the Naryn region, a major renovation of the building housing the "Nur-al" kindergarten, the village head's office, the G. Shakirov library, and the K. Ryskulov club is required. The total cost of the work amounts to 6,025,925 soms.

The leadership of the Kara-Bürgön rural administration has already submitted an application for funding through shared (incentive) grants.

According to the "Open Budget" portal, it is planned to allocate 1,205,185 soms from the local budget for 2026, while 4,820,740 soms are needed to attract shared grants.

Problem description:

The building in the village of Жаңы-Тилек was constructed in 1988 and has since been used for various purposes. It served as an office for the collective farm named after Zhdanov No. 2 until the early 1990s. Subsequently, until 2007, it was used for issuing housing documents.

In 2008, the building was converted into the "Nur-al" kindergarten, the office of the village head, the G. Shakirov library, and the K. Ryskulov club, where 50 children are currently being educated.

The condition of the building leaves much to be desired. Emergency floors, ceilings, and walls, as well as problems with electrical wiring, make it impossible to use modern equipment such as computers and projectors.

The sanitary facilities and cafeteria do not meet modern requirements, which has already attracted the attention of the district center for sanitary and epidemiological control, which has repeatedly issued warnings.

After 37 years of operation without repairs, the building does not meet the standards for a kindergarten. In the current conditions, it is impossible to ensure a full-fledged operation for 50 students and 22 staff members, including 13 educators.

Especially during the autumn-winter period, there is a need to change the work schedule.

Earlier, Turmush reported that the construction of a new village — Ak-Tilek — has begun in the Kara-Bürgön Ak-Talinsky district of the Naryn region.

The villages of Ak-Chiy and Жаңы-Тилек, which are part of this rural area, are located in a flood-prone zone, necessitating the relocation of residents to a safer place. In 2010, the Ministry of Emergency Situations declared these territories unsuitable for habitation. As a result, 147 hectares were allocated for the construction of social facilities in the Kara-Koo area. On October 22, 2025, a time capsule was laid for the first two facilities — a school for 260 students and a mosque.

The plan for the new village has been developed, which includes the construction of 432 households, 71 modern townhouses, 34 two- and three-story residential buildings, two schools for 270 students each, one mosque, four kindergartens, and other facilities.

The name "Ak-Tilek" comes from the combination of words from the names of two old villages: "Ak" — from Ak-Chiy and "Tilek" — from Жаңы-Тилек.
