Fines and Confiscation to be Imposed for Crop Destruction by Livestock

A bill has been presented in the platform of the Jogorku Kenesh that proposes to tighten the responsibility for owners of agricultural animals whose charges damage crops. The initiator of this document is Deputy Dastan Bekeshev.

According to the project, fines for the destruction or damage of crops will be significantly increased. Individuals whose animals have damaged crops will be required to pay 30,000 soms, while legal entities will face a fine of 70,000. An additional fine will also be imposed for each detained animal: 1,000 soms for cattle, horses, and camels, and 5,000 for sheep, goats, and pigs.

The main innovation is the requirement to pay the fine before the detained animal is returned. If the owner does not come forward within three or seven days (depending on identification), the animal will be transferred to the municipality and put up for sale at the livestock market.

The collected funds are proposed to be distributed evenly: one-third to the republican budget, one-third to the local budget, and one-third to the affected land user. This procedure will also apply to the sale of stray animals.

Moreover, the bill provides local authorities with the ability to quickly impose fines based on photo and video recordings or witness testimonies if the owner can be identified through the animal database.

The authors of the initiative are confident that the new rules will help reduce the number of cases of uncontrolled grazing of livestock, expedite compensation for farmers, and eliminate lengthy court proceedings. At the same time, the bill does not foresee any additional financial expenses for the budget.
