
Bolot Ibragimov believes that corruption in government structures is the main source of problems.
During a meeting of the Jogorku Kenesh, deputy Bolot Ibragimov noted that the director of the organization responsible for issuing driver's licenses was unable to provide clear explanations regarding the authorities' position on the discussed reforms.
“Two days ago, more than 100 representatives of driving schools from all over the country gathered in Bishkek. They expected to receive answers from the director, but learned nothing. The next day, he was invited to the meeting of the Jogorku Kenesh, but he did not come, citing his inability to attend due to the reform. I held a meeting with the driving schools and listened to their problems for two hours,” Ibragimov said.
He also noted that the issues related to issuing driver's licenses arose at the intersection of the interests of driving schools and government bodies. In his opinion, the Ministry of Internal Affairs has facilitated corruption for many years by selling driver's licenses, and now it is closing private driving schools and creating a monopoly on training.
“There is significant misunderstanding among the population. Government structures are perceived extremely negatively. If the director is unable to clarify the situation, another representative must be brought in who can do so,” the deputy concluded.
