Main Proposals
The city hall noted that it is necessary to approve the budget of Bishkek for 2026 with total revenues and expenditures amounting to 32 billion 873 million 616 thousand 800 soms. Plans also include setting budget parameters for 2027 and 2028:- for 2027 — 36 billion 288 million 510.8 thousand soms;
- for 2028 — 40 billion 354 million 585.8 thousand soms.
Revenue Structure for 2026:
- tax revenues — 23 billion 917.3 million soms (+138.8% compared to 2025, +6 billion 690.8 million soms);
- non-tax revenues — 3 billion 047.1 million soms (-7.2% compared to 2025, -236.3 million soms);
- including special funds — 978.2 million soms.
The planned expenditures of the Bishkek budget for 2026 will amount to 32 billion 873.6 million soms (including 978.2 million soms for special funds).
The parameters for the budgets for 2027-2028 will be clarified as they are adopted. Priority will be given to financing protected items (salaries, contributions to the Social Fund of the KR, medications, and social benefits). There may be a reduction in the amounts for protected items due to the creation of vacancies and changes in staffing levels.
Budgetary institutions are prohibited from using special funds outside the treasury system. In case of violation of this procedure, 100% of the special funds will be confiscated for the budget's revenue.
Allowances for 2026
The proposed document provides for the following allowances for budgetary institutions in Bishkek for 2026:- monthly allowances for heads of facilities in general education schools — up to 2,800 soms depending on the number of students (up to 100 students — 450 soms, from 100 to 600 — 1,000 soms, from 600 to 1,200 — 1,600 soms, from 1,200 to 1,800 — 2,200 soms, over 1,800 — 2,800 soms);
- monthly allowances for young specialists in children's music schools — 500 soms;
- monthly allowances for leaders of pre-conscription training in educational institutions — 6,000 soms;
- monthly allowances for employees of institutions for the elderly and people with disabilities, such as "Ümüt üyi" and others — 7,000 soms;
- monthly allowances for social workers in the Department of Social Development — also 7,000 soms;
- monthly allowances for employees of cultural institutions — 5,000 soms;
- monthly allowances for employees of the material storage service — 2,000 soms;
- monthly allowances for junior technical and service personnel in military enlistment offices — 500 soms;
- monthly allowances for employees in education, social protection, and culture — 1,000 soms;
- monthly allowances for employees of children's milk kitchens — up to 7,000 soms, but not more than this amount per employee;
- drivers of specialized vehicles for children's milk kitchens — also up to 7,000 soms per employee.
- for middle and other staff — 1,000 soms per position;
- for junior staff — 1,500 soms per position;
- monthly allowances for methodologists of the medical-pedagogical commission — 1,500 soms;
- monthly allowances of 100% of the salary for municipal employees of the central apparatus of the mayor's office and territorial subdivisions;
- monthly incentive payments of 200% of the salary for junior service and technical staff;
- municipal administrations will increase incentive payments by 170% of the official salary;
- municipal territorial administrations — by 150% of the official salary;
- bonuses for junior service and technical staff based on work results for six months and a year (during the year, funds for bonuses are allocated in the amount of two months' salary fund).
Compensations for junior service and technical staff are also provided, which are not included in the calculation of vacation pay and benefits, but are paid for actual working time:
- for transportation expenses — 2,000 soms per month (except for those who have a service vehicle);
- for meals — 5,000 soms per month.
- in preschool institutions for children with developmental problems — 120 soms;
- for children from privileged categories under 3 years old — 50 soms;
- for children from 3 to 7 years old — 60 soms;
- in institutions for orphans and children from disadvantaged families — 22 soms;
- in rehabilitation centers — 220 soms.
- in the Center for Children "Akniet" and in rehabilitation centers — up to 12.8 soms;
- for homeless individuals — up to 12.5 soms.
- for children under 3 years old — 100 soms;
- for children from 3 to 7 years old — 120 soms.
