










Program Goals
The main objective of this project is to create optimal conditions for the full development of orphaned children, to improve their health, living conditions, and to ensure their rights to education.
According to information from the Ministry of Labor, Social Protection, and Migration, there are 3,373 orphans registered in the country. Each of them has been assigned a special deposit account under this program. As of October 1, 22 children have already utilized the funds. The money in the accounts generates annual interest income from state banks. The primary goal is to ensure that by the age of 18, each child's account has at least 500,000 soms.

Rules for Using Funds
Bakyt Todogeldiev, head of the Department for the Development of Social Services for Children and Families at the Ministry of Labor, stated that access to the funds is only possible after reaching the age of 18 and in three specific areas:
1. Health improvement;
2. Payment for education at higher educational institutions;
3. Improvement of living conditions. Funds cannot be used until the age of majority. The only exceptions are emergency cases, such as the need for urgent surgical assistance.
Routine medical procedures or the purchase of medications do not fall under this rule. If a child does not use the funds for the permitted purposes by the age of 25 or passes away, the money is returned to the state budget.

How to Open a Deposit Account
Todogeldiev noted that if a child is a full orphan or has lost one parent, it is necessary to contact the Department of Social Development and the Social Fund at the place of residence, providing the death certificate of the parent and the child's birth certificate.

After verifying the provided data, it is sent to the Ministry of Labor, which allocates funds and opens a deposit account in the child's name at one of the state banks.
- The minimum deposit amount is 10,000 soms.
• Each year, interest income from the bank is added to this amount.
• By the age of 18, the amount should reach 500,000 soms, with any shortfall being supplemented by the state if necessary.

When the child reaches 18 years of age, they submit an application to the Ministry of Labor to use the funds. After verifying the purposes for which the funds are to be used, which must be directed towards education, treatment, or housing, the ministry will issue a permit. With this document, one can approach the bank to access the funds, but only in non-cash form — all payments are made electronically. ```
