According to the European Commission's proposal, one of the main points of the new package will be a complete ban on maritime transportation of Russian oil.
“Since maritime trade is a global direction, we propose to implement this ban in cooperation with our partners following a decision by the G7,” the press release states.
Among other measures included in the 20th sanctions package, the following can be highlighted:
- a ban on 43 vessels related to the "shadow fleet";
- restrictions on 20 regional banks in Russia;
- measures against cryptocurrencies and related trading platforms;
- expansion of the list of goods imported from Russia and exported to the country;
- a ban on the export of computer equipment and radio equipment to countries with a high risk of re-exporting to Russia to prevent circumvention of sanctions;
- strengthening legal guarantees for rights holders, which will protect them from "unjust expropriation" in Russia.
Ursula von der Leyen, head of the European Commission, is calling for the adoption of the new sanctions package by the anniversary of the start of Russia's full-scale invasion, which took place on February 24.
The previous, 19th sanctions package, was approved on October 23, 2025.
