The Prosecutor General of the Kyrgyz Republic resolved an interstate conflict in an hour

Behind seemingly dry news about appointments and reforms, there may lie stories filled with human suffering that are far more significant than political aspects. Such cases illustrate how the state system functions.

The situation with Zaurа Telemisova from the Korday region developed over several months. In July 2025, her husband, a citizen of Kazakhstan, Anuar Zhetybaev, was arrested at the "Ak-Zhol" checkpoint while entering Kyrgyzstan and placed in the Bishkek detention center. He was charged with financing a criminal group led by Kamchybek Asanbek, better known as Kamchy Kolbaev.

For the investigation, this was merely an assumption, while for the family, it was a long period of uncertainty and waiting without a clear outcome.

Lawyers pointed to the prolonged absence of investigative actions, while relatives complained about violations of procedural norms and limited access to defense. Days turned into weeks, and weeks into months. Zaurа appealed to various authorities, participated in pickets, trying to draw the attention of the authorities and diplomatic structures. Neighbors also wrote letters to the agencies of both countries.

This was not just a struggle for public attention, but a quest for clarity and the restoration of human dignity.

As time passed, the story became known to a wider audience. Media and social networks began discussing it, and the turning point came when video materials appeared on YouTube: Kazakh journalist Vadim Boreyko, citing the words of the detained man's wife, reported that after her meeting with the Prosecutor General of Kyrgyzstan, Maksat Asanaliev, an order was given to urgently address the situation. According to her, the issue was resolved within an hour.

On the same day, Anuar Zhetybaev was released from detention under a travel ban.

For Zaurа, this marked the end of a painful wait, as the tension that had built up over months finally eased.

This case unexpectedly brought the family's private tragedy to a broader level—it demonstrated how the state system operates and how capable it is of hearing people.

Maksat Asanaliev was appointed Prosecutor General of the Kyrgyz Republic on June 5, 2024. His appointment was linked to a course aimed at tightening legality and responding promptly to citizens' appeals. Professional circles note that attention to specific human situations and the speed of decision-making are becoming important indicators of changes within the system.

Today, it was also announced that new deputies of the Prosecutor General have been appointed, which is perceived as a continuation of the process of institutional changes and strengthening the management structure of the agency.

Personnel changes also occurred in the State National Security Committee (GKNB), highlighting the scale of the changes. According to the president's press service, Jumgalbek Shabdanbekov has been appointed as the acting chairman of the GKNB, and his candidacy will be considered by the Jogorku Kenesh for approval.

Rustam Mamasadikov became the first deputy head of the State National Security Committee.

Alisher Erbaev was appointed as the deputy chairman of the GKNB and director of the Anti-Terrorism Center, while Uranbek Shadybekov was appointed as the deputy chairman of the GKNB and director of the Cybersecurity Coordination Center.

Thus, key law enforcement agencies are undergoing a phase of management renewal, covering a wide range of tasks—from international security to the protection of citizens' rights and interests, which ultimately shapes the level of trust in state institutions.

Against the backdrop of these changes, the story of the family from Korday sounds particularly relevant. It emphasizes the importance of the system being able to hear individuals and respond promptly to manifestations of injustice.

Trust in the state is formed not on the basis of loud statements, but at moments when a citizen understands that their misfortune will not go unanswered.

The family drama from the Korday region illustrates how the state system can gain trust when it is capable of hearing everyone and restoring justice.
