
The Ministry of Internal Affairs proposes to introduce fines of twenty thousand soms and deportation for repeated violations
Kyrgyzstan plans to tighten regulations regarding begging. According to a document prepared by the Ministry of Internal Affairs, there is a worrying trend in Bishkek and Osh — the number of people engaged in begging continues to increase every year.
The new measures will apply to foreign citizens, as well as those who actively solicit money, including on the roadway.
It is important to note that citizens who are genuinely in difficult situations will not be subject to sanctions, provided they do not exhibit aggression and do not disturb passersby.
In the case of repeated violations, foreigners may be deported from the country.
It is also planned to penalize not only for the act of begging itself but also for involving vulnerable groups of citizens, such as pregnant women, minors, and people with disabilities.
The Ministry of Internal Affairs emphasizes that these changes are aimed at reducing street begging and protecting those who may be exploited for selfish purposes.
