The deputy's proposal for a comprehensive analysis of the situation



At a recent meeting of the Jogorku Kenesh, Deputy Dastan Bekeshev expressed concern that government agencies have still not developed a comprehensive approach to addressing the problems of orphans. He noted that key issues such as education, support for graduates of orphanages, and, first and foremost, the provision of housing remain unresolved.


“Although they currently receive funds in deposit accounts, this is clearly not enough. State mortgage programs are not a real option for them. We shouldn’t direct everyone to state mortgages — it’s just an illusion. We need to determine the next steps. To be honest, housing from the State Investment Corporation is now becoming inaccessible for many due to inflation,” the deputy emphasized.


He also pointed out that obtaining state mortgage housing is impossible without a stable income.


Bekeshev urged the government to consider alternative solutions, such as dormitories, service apartments, and other forms of social support.


The deputy proposed to bring this issue to the Cabinet of Ministers for discussion, emphasizing the importance for parliamentarians to understand the proposed solutions so they can provide clear answers to citizens.


“People don’t want to hear: the state is unable to help you — sorry. Or — go for a mortgage, where you will be denied,” Bekeshev added, noting that relying on inherited housing also does not seem to be a realistic option.
