
A new bill has been presented in the Parliament of Kyrgyzstan, proposing amendments to the Code of Offenses. This document strengthens the responsibility for violating landscaping rules, as well as for littering in prohibited areas and damaging water bodies. The initiator of the amendments is Deputy Dastan Bekeshev of the Jogorku Kenesh.
The bill proposes to expand sanctions according to articles 114-116 and introduce a new type of punishment — community service, lasting from 20 to 40 hours.
This innovation will serve as an alternative to existing measures such as warnings or fines, aimed at ensuring accountability for offenders in cases where fines remain unpaid or lack a preventive effect.
According to the initiator, Deputy Bekeshev, community service allows offenders to rectify the consequences of their own violations, making this punishment more effective. This approach also reduces the financial burden on the budget, as it does not require costs for collecting fines or short-term arrests.
In the explanatory note to the bill, it is stated that the new punishment will not be applied to socially vulnerable citizens. The document has already received approval from the union of local governments and has undergone public discussion without objections.
