During the discussion of the bill concerning the verification of drivers' knowledge of traffic rules, Deputy Altynbek Kilychbaev emphasized that the state should also participate in ensuring road safety, rather than shifting all responsibility onto drivers.

Kilychbaev noted that increasing the number of video cameras on highways could significantly reduce the number of traffic rule violations. He stressed that ensuring safe conditions on the roads primarily rests on the shoulders of the state.

“We must remember that not only citizens should be responsible. The state must also take care of the condition of the roads, install signs, and create the necessary conditions. In some places, this is simply absent. We talk about civic responsibility, but support from the state is also important. For example, on the roads connecting Bishkek and Osh, Jalal-Abad, the situation leaves much to be desired, leading to numerous accidents,” he stated.

This statement was responded to by Deputy Minister of Internal Affairs Adylbek Biibosunov, who noted that compliance with traffic rules is the duty of every driver, regardless of the presence of inspectors on the road.

Biibosunov also added that indeed some sections of the roads do not meet standards, and the State Traffic Safety Department has already sent directives to the Ministry of Transport to address these shortcomings. “We hope that the necessary measures will be taken,” he said.
