The recycling fee has become mandatory in Kyrgyzstan. The Ministry of Natural Resources warns about sanctions.

The Ministry of Natural Resources, Ecology, and Technical Supervision of the Kyrgyz Republic has announced that as of January 1, 2025, a system of extended producer responsibility (EPR) will come into effect. This decision was formalized in the Cabinet of Ministers' resolution No. 322 dated June 19, 2024.

According to the new rules, all companies and individual entrepreneurs that produce or import goods and packaging from a list consisting of 24 product groups will be required to pay a waste disposal fee. This list includes categories such as batteries, tires, oils, as well as paper, cardboard, and household appliances that are subject to recycling.

Importers will need to remit the fee within 15 days after the goods are imported, while local producers must do so quarterly, by the 15th of each reporting period.

The ministry emphasizes that the collected funds will be directed towards the development of waste recycling infrastructure and the creation of an effective ecological system in the country.

The agency also warns that late payment of the waste disposal fee may result in penalties and fines for each day of delay, in accordance with current legislation. The Ministry of Natural Resources urges all market participants to comply with the established requirements and to plan their financial obligations in advance to avoid violations and ensure the transparency of the EPR mechanism.
