Support for Regional School Olympiad Winners in Kyrgyzstan

The Ministry of Science, Higher Education, and Innovation of the Kyrgyz Republic is preparing amendments to certain resolutions of the Cabinet of Ministers concerning secondary and higher vocational education. The draft of this resolution is currently available for public discussion.

The main changes are aimed at supporting winners and prizewinners of regional school Olympiads and competitions.

As part of the support, benefits and discounts for tuition at higher educational institutions in the regions are provided. The document also includes technical clarifications regarding the duration of the pilot implementation of the voucher funding mechanism. Previously, only one academic year was specified in the resolution — 2025/2026. However, the pilot program was initially planned from September 1, 2024, to September 1, 2026, so the draft adds another academic year — 2026/2027.

It is worth noting that last year, the use of vouchers for the "Pedagogy" field was implemented in pilot mode in Kyrgyzstan. For the academic year 2025/2026, the allocation of 1,896 vouchers is planned, of which 690 are intended for the level of secondary vocational education.

Among the applicants wishing to study in pedagogical specialties, 13 chose state universities (a total of 1,266 vouchers) and only one private university (1 voucher). In regional universities, 720 people chose to study with a voucher, while in Bishkek universities, 514.

Currently, there are 630 vacant vouchers remaining. Universities in the Batken region are not participating in the pilot project.

The summarization of the pilot project results is to be completed by October 1, 2026.
