The Ministry of Health has initiated the simplification of the licensing process for private educational institutions. A draft of the new regulation has been posted for public discussion.

In connection with the transition to a 12-year model of school education, preparatory groups in kindergartens are being reduced, which in turn leads to an increase in the number of first graders. This creates a need to expand school infrastructure and update equipment.

There is already a shortage of state and municipal educational institutions in the country. Therefore, the government aims to create more favorable conditions for private educational establishments and eliminate excessive requirements for the premises where the educational process takes place.

In particular, it is planned to simplify sanitary standards for private schools and exclude the requirement for an architectural and technical conclusion for the re-equipment or reconstruction of buildings.

Additionally, the Ministry of Health clarified that the transition to the 12-year education system will be carried out in two stages. The first stage (2024–2025) includes changes to the regulatory legal acts related to education and health care, including support for private schools in the context of a shortage of places for students in state institutions.
