On March 16, during a meeting of the Education Committee of the Jogorku Kenesh, Deputy Bolo Saginayev announced the closure of the institute in Karakol, which was a branch of a Russian university. As a result, 513 students were left without the opportunity to continue their studies.

Deputy Minister of Science, Higher Education, and Innovations Durus Kozyuev confirmed the existence of the problem, explaining that the university had admitted students without the results of the Republican Unified Testing (ORT), which did not comply with licensing requirements. According to him, in January 2025, the institute was notified of the violations, and in April of the same year, its activities were suspended to rectify the situation. However, the necessary documents were never put in order, which forced the ministry to go to court. The case is currently being reviewed in the city court of Karakol.

Kozyuev noted that the students who enrolled in the institute as a branch of the Russian university are not responsible for the actions of the administration. Many of them were hoping for job opportunities in government structures.

Deputy Saginayev added that due to the closure of the institute, students cannot transfer to other educational institutions because they do not have ORT results. Some of them have already reached the age of 30 and risk missing their chances for government service due to the inability to continue their education.

The Deputy Minister assured that a decision regarding the situation will be made in accordance with the legislation while the case is under consideration in court.
