This draft resolution has been presented for public discussion.
It is important to note that this restriction will not apply to re-export, transit through the territory of the country, movement within the Eurasian Economic Union (EAEU), as well as to the varieties listed in the annex to the draft.
Key points of the project include:
- Notification of the Committee on Safeguard Measures of the World Trade Organization and the Eurasian Economic Commission about the introduction of restrictions (responsible agency — Ministry of Economy and Commerce).
- Notification of the Executive Committee of the CIS within three days after the resolution comes into force (Ministry of Foreign Affairs).
- Taking measures to curb illegal imports: actions by the State Customs Service and the Ministry of Water Resources, Agriculture, and Processing Industry.
In the justification for the project, it is stated that this measure is aimed at regulating the import and use of planting material for fruit and berry crops, as well as preventing the entry of low-quality seedlings that may threaten food security.
The main goal is to temporarily restrict the import of certain varieties, ensuring farmers have access to quality seedlings.
The developers of the project are confident that the proposed restriction will help reduce dependence on imports, support the production of certified seedlings by domestic nurseries, and expand farmers' access to high-quality material.
The experience of applying Resolution No. 346 dated July 2, 2024, has shown its effectiveness: the volume of imports of low-quality planting material has decreased by approximately 50%, which has helped protect local producers and contributed to the activation of nurseries.
