One of the main innovations is the introduction of a mandatory internal corruption prevention system and the establishment of personal responsibility for leaders for the lack of necessary measures.
The new Regulation on the ministry states that the minister is obliged to "take measures to create an internal corruption prevention system."
Personal responsibility for non-compliance with measures is also established for the heads of the following services:
- Water Resources Service;
- Veterinary Service, Livestock Development, Pastures, and Feed;
- Land and Water Supervision Service;
- Departments: Agricultural Crop and Horticulture Expertise; Processing Industry and Organic Agriculture; Cooperation, Mechanization, and Innovations; Fishery Complex; Chemicalization, Plant Protection, and Quarantine;
- State Institutions: "AgroSmart," Center for Veterinary Medicines and Feed Additives, Center for Veterinary Diagnostics and Expertise, "State Holding for Breeding Horse Industry";
- Research Institutes: Agriculture named after K.K. Azikov; Animal Husbandry and Pastures; Irrigation at the Water Resources Service; Veterinary named after Arstanbek Duyyshev;
- Department for the Development of Drinking Water Supply and Wastewater and its State Institution "Management of Capital Construction of PW and WW Facilities."
These changes are implemented as part of the State Strategy for Combating Corruption for 2025–2030 (Phase I 2025–2027), approved by Presidential Decree No. 137 dated June 5, 2024.
The resolution was published in "Erkin Too" No. 90 on November 14, 2025, and came into force 10 days after publication, that is, on November 24, 2025.
