"Early Spring Forecasted in Kyrgyzstan, - Deputy Head of the Ministry of Emergency Situations"

At a briefing in Bishkek on February 13, Azamat Mambetov, Deputy Minister of Emergency Situations, reported that in spring, air temperatures will be 1-2 degrees higher than the usual norm.

According to him, spring will arrive earlier than usual.

He noted that there is a lack of snow in the Chuy region and Bishkek, although in some areas, the snow cover reaches 150-170% of the norm.

“Early warming may cause intense snowmelt, which will lead to the risk of mudflows and landslides,” he added.

The Deputy Minister emphasized that rains, which are absorbed by the soil, increase its mass and create a danger of landslides in areas that pose a threat. The Department of Monitoring and Forecasting has already notified local authorities and emergency services about the anticipated risks.

Across the country, about 4,000 potentially dangerous areas have been identified where there is a threat of landslides. These places are inhabited by approximately 4,000 families. Of these, 2,500 families who received land plots for resettlement and loans over the years of independence have not actually relocated.

A. Mambetov explained that people built houses on the provided lands, leaving their children there, but continue to live in their previous locations. When attempts are made to resettle, many refuse, citing the convenience of keeping livestock and emotional ties to their ancestral lands. Citizens sign receipts stating that in the event of a landslide, they will not make claims against the authorities.

The Deputy Minister noted that the Ministry of Emergency Situations does not have the authority for forced resettlement. The agency has sent materials to law enforcement regarding citizens who received plots for resettlement to investigate the reasons for their unwillingness to leave dangerous areas, despite the conditions provided. He emphasized that such behavior endangers not only their own safety but also the safety of their families.

Additionally, he reported that Kyrgyzstan is currently experiencing a low-water period.

According to Kyrgyzhydromet, the snow cover in the Naryn basins exceeds the norm by 150-170%, which is a positive factor for filling reservoirs. However, in the Chuy region, in the basin of the Chu River, there is a lack of snow, which may lead to a continuation of the low-water state.

The final forecast for water supply for the summer season will be announced by Kyrgyzhydromet in March, he added.
