"Guy Who Defended His Brother Turned Out to Be a Criminal": The Stories of Police Captain Kanat Madylov

The senior police officer of the public safety department of the Panfilov District Internal Affairs Department in Chui Region, Captain of Police Kanat Izabekovich Madylov, shared his memories of his service and the most memorable incidents.

Kanat was born in 1983 in the village of Terek-Suu, located in the Toktogul District. He is married and the father of five children — three sons and two daughters. “I currently live with my parents. I am the middle child among seven siblings. In 2014, I graduated from the Academy of the Ministry of Internal Affairs through distance learning. I served at the border post 'Torugart' in Naryn from 2001 to 2002, and since 2006, I have been working in the police. My goal is to serve my people honestly and to bring benefit, not harm. In my free time, I enjoy reading the Quran, fiction, and classical literature,” he says.

Madylov recalled several vivid cases from his practice. One of them occurred about ten years ago when he was the commander of the 4th platoon. “My colleagues and I were conducting a check of posts on the street when we suddenly heard a loud cry for help. We hurried in that direction and saw a young man who, noticing us, tried to run away but slipped on the ice and fell. We suspected him of a crime and chased after him. He ran about 500 meters and tried to hide among a group of people, throwing something aside. When we detained him, he pretended not to understand what was happening and asked, ‘What?’

A few minutes later, an elderly man with a gray beard approached us. He reported that two young men had stopped him, beaten him, and taken his phone. We checked what the detainee had thrown away and found that it was indeed that phone. The victim immediately recognized it and confirmed, ‘This is mine.’ Both were taken to the Internal Affairs Department.

The victim explained that there were two criminals; he remembered one well but not the other. The detainee denied everything, claiming, ‘You are mistaken, I did not commit any crime.’ While we were processing the report, his younger brother came to us, insisting on his brother's innocence and asking for his release. When we brought him into the room where the victim was, he suddenly stood up and pointed, ‘There he is — the second one!’ It turned out that the guy didn’t even know the victim was in the same room. He came to help his brother but ended up revealing himself. That’s how we solved the crime, and this case has remained in my memory forever.”

Kanat also recalled another incident that happened 3–4 years ago when he was working as a juvenile affairs inspector at the Jayyl District Internal Affairs Department. “At that time, a bicycle was stolen. The criminal was caught, but the investigator released him under house arrest with an obligation to appear. Soon he stopped coming for questioning and was declared wanted. We were tasked with finding him.

That day, while returning from work, I decided to stop by the old mosque in the village of Alekseevka to pray. After performing ablution, I began my prayer. Suddenly, I felt someone had entered behind me. After finishing my prayer, I went out and saw that the person standing behind me was drunk. He was trying to avoid making eye contact with me. I spoke to him, but he was confused in his answers and mentioned someone else's name.

Looking at the photograph of the wanted person, I realized it was him. His face was swollen from alcohol, his hair had grown out, but it was the same person. I said to him, ‘It seems we stumbled upon our fugitive ourselves.’ He lowered his head and did not deny it. Later it turned out that he had come to the mosque to spend the night, thinking that no one would bother him there. But he was unlucky, as at that moment there was a police officer in the mosque, and he ended up falling into the hands of justice,” the captain concluded.
