Historical Maximum: The State Tax Service Exceeded the Tax Plan by 46.5 Billion Soms

At the hardware meeting led by Almambet Shykmamatov, the chairman of the State Tax Service, the results of the agency's work for 2025 were summarized.

According to the press service of the STS, opening the meeting, Shykmamatov congratulated the staff on the upcoming 2026 year and noted the successful completion of the tasks set in the past year.

He reported that the plan for tax and insurance contributions for 2025 was set at 343 billion soms, while actual revenues reached 389 billion soms. This means that the plan was fulfilled at 113.6%, and the excess amounted to 46.5 billion soms.

Comparing with the previous year, the volume of revenues increased by 87.5 billion soms, which corresponds to a growth of 28.9%. These results are a historical maximum for the tax service.

“The tax plan for the current year was set at 268 billion soms. There are 2-3 days left, and we expect the final amount to be around 307-308 billion soms. This is 40 billion soms more than the approved plan and almost 79 billion soms more than last year,” added Almambet Shykmamatov.

The head of the STS stated the agency's intention to achieve even higher results in 2026. He noted that all necessary conditions are in place for this, including accumulated experience, qualified personnel, and new approaches, mechanisms, digital solutions, and analytical tools.

Among the main tasks for the coming year, he highlighted reducing tax arrears and intensifying the fight against the shadow economy, which will increase budget revenues.

He also reminded of the strategic tasks set before the tax service by the president, concerning the simplification of the tax burden for small and medium-sized businesses and certain sectors of the economy.

“As part of the overall economic policy, support for industry, small and medium-sized businesses, expansion of the tax base, and attraction of investments, both domestic and foreign, will continue. Next year, the president will provide additional support — relevant decrees will be issued and changes will be made to legislation, which will create conditions for the development of startups and modern businesses, making Kyrgyzstan a country with a favorable business environment,” emphasized Shykmamatov.

He also announced plans to present a new electronic accounting system "Kezet" in January 2026, which will ensure contactless desk audits and improve analytical work, as well as allow for online monitoring of all audits and establish feedback with the central office. All key modules will be integrated into a single digital platform.
