
Today, November 6, the 'Central Asia - USA' (C5+1) summit took place in Washington, where the President of Kyrgyzstan, Sadyr Japarov, delivered a speech:
Dear representatives of the media,
It is a great honor for me to meet with the President of the United States, esteemed Donald Trump, and to participate in the 'Central Asia - USA' format.
First of all, I would like to express my sincere gratitude to Mr. Trump for the invitation, the warm reception, and the opportunity to discuss important bilateral, regional, and international issues.
The Kyrgyz Republic considers the United States as a significant foreign policy partner.
During our meeting, we discussed key aspects of Kyrgyz-American relations, as well as issues related to strengthening cooperation in Central Asia.
I highlighted four priority areas for the development of Kyrgyz-American relations:
• economy, investments, and tourism;
• hydropower;
• digital economy, artificial intelligence, and the IT sector;
• security and stability.
The important contribution of President Trump to ensuring global stability and reducing conflicts in the world does not go unnoticed.
Since taking office, I have set myself the task of resolving border issues with neighbors based on the principles of good neighborliness.
Over the past five years, we have achieved significant progress in this direction, which is undoubtedly important for peace.
Central Asia has begun to play a more prominent role in global politics, and the interest of leading powers in cooperating with our region has noticeably increased.
The C5+1 format provides an excellent platform for political dialogue, which is a positive aspect.
I am especially grateful to President Trump for organizing today's summit in his first year in office.
We appreciate this gesture and see it as a manifestation of the sincere interest of the United States in Central Asia.
I am confident that our joint efforts will lead to mutually beneficial results.
Dear President Trump, esteemed colleagues,
Kyrgyzstan highly values its multifaceted relations with the USA and seeks to strengthen them. Over the past decade, our cooperation in this format has demonstrated a growing interest in expanding ties.
Esteemed colleagues,
Our region is experiencing positive dynamics in economic growth.
However, for sustainable development, it is crucial to enhance trade with the USA and attract American investments.
We place great importance on financial and banking cooperation to ensure payments, attract investments, and implement joint projects, as well as to activate trade between Central Asia and the USA.
Our countries possess significant energy resources.
In this area, there are broad opportunities for partnership with American companies.
Kyrgyzstan is focused on three strategic directions in relations with the USA.
Firstly, it is hydropower.
Our hydropower potential exceeds 140 billion kilowatt-hours per year, but only about 15% of this resource is utilized.
Kyrgyzstan is ready to offer large and attractive investment projects in this area.
Secondly, it is the development of transport links.
As a landlocked country, Kyrgyzstan places special importance on strengthening interregional communications and building modern infrastructure.
This opens up opportunities for expanding trade and turning the region into a transit hub.
The third direction is related to information technologies and artificial intelligence.
Under the slogan "Live in Kyrgyzstan - work with the whole world," initiatives for the development of the digital economy are being implemented. Kyrgyzstan has become one of the first countries in the region to adopt a "Digital Code," which creates favorable conditions for investments.
The IT sector and creative economy are showing significant growth.
Historically, Kyrgyzstan has not exported products to the USA, but over the past five years, the export of IT services to the United States has increased 45 times. In 2024, our IT specialists exported services to more than 63 countries for a total of 130 million dollars, with the USA becoming the main market.
40% of all IT services were supplied to the United States, including companies from Silicon Valley.
According to the international Chainalysis index, Kyrgyzstan ranks 19th in the world in the adoption and use of cryptocurrencies.
In this context, Kyrgyzstan opens up opportunities for partnership with the USA in the field of digital regulation, including the development of innovations in RegTech (regulatory technology).
We propose to consider the possibility of creating a regional RegTech Trust Hub in Kyrgyzstan. Emphasizing the importance of expanding trade, economic, and investment ties, I note that on February 4-5, 2025, the second meeting of entrepreneurs V5+1 will take place in Bishkek.
I am confident that this event will create broad opportunities for American businesses in areas such as agriculture, e-commerce, information technology, transport and logistics, tourism, and the banking sector.

In conclusion, I want to express my confidence that today's meeting will serve as a new impetus for strengthening the partnership between Central Asia and the United States.
